Phyllonorycter cytisifoliae is a moth of the Gracillariidae family. It is known from the Canary Islands.

The larvae feed on Chamaecytisus proliferus. They mine the leaves of their host plant. They create small, upper-surface, tentifom mine. The mine is only little folded and hardly contracts the leaflet. Pupation takes place inside the mine.
