Philip Rutnam is a British civil servant and current Permanent Secretary at the Department for Transport.

Rutnam was educated at Dulwich College, Trinity Hall, Cambridge, and Harvard University. He worked for Morgan Stanley in Hong Kong before joining the British Civil Service where he held posts at the Treasury and the Department for Business, Innovation and Skills. He was also a member of the Board at Ofcom. He became Permanent Secretary at the Department for Transport in April 2012.
