Phillips Steere Paine (June 8, 1930 – February 19, 1978) was an American Major League Baseball pitcher. He pitched all or part of six seasons between 1951 and 1958. In 1953, while serving in the military, Paine pitched in nine games for the Nishitetsu Lions, becoming the first former major leaguer to play in Nippon Professional Baseball.

Paine made his NPB debut for the Lions on August 23, 1953.

On February 19, 1978, Paine died at the Veterans Hospital near Lebanon, Pennsylvania of a brain tumor.
