Phil Hall (born April 1962) is the former copy, news, and features editor for the British comics magazine Comics International, as well as the creator and editor of the comics magazine Borderline, which won the Best Comicbook Magazine award at the 2002 British Comicbook Awards. In addition to this, he has worked for DC Comics, Marvel UK, and a number of small independent publishers in both the UK and US.

Hall created a number of iconic comics magazine columns, such as "Movers & Shakers", "Hotshots", and "Networks" for Comics International; and was, in part, responsible for a number of would-be comics professionals obtaining professional contracts through the groundbreaking Borderline magazine, which gave a spotlight on their work and helped promote unknown artists.
In July 2013, Hall launched Borderline Press Limited, a registered company dealing with the publishing of new European comics talent. The first launches from Borderline Press Limited included: 566 Frames [978-0-9926972-0-4] by Dennis Wojda - an autobiographical graphic novel and Zombre [978-0-9926972-2-8] - an anthology title featuring a number of UK, US and European comics creators. Both books were released in November 2013. These were followed by Hunger House [978-0-9926972-4-2] by JM Edenborg and Loka Kanarp; Zombies Can't Swim [978-0-9926972-6-6] by Kim Herbst, Verity Fair [978-0-9926972-8-0] by Terry Wiley; Seth & Ghost [978-0-9926972-9-7] by Jamie Lewis, Spoko [978-0-9926972-7-3] - an anthology and City of Crocodiles [978-0-9926972-5-9] by Knut Larsson. Borderline Press was sold to Fanfare Books in August 2016.
Hall currently lives in Northampton, England.
