Peter David Garner Thomas (b. 1 May 1930) is a Welsh historian specialising in eighteenth century British and American politics.

Thomas was born in Bangor, Wales and went to University College of North Wales and University College London.

He wrote 24 biographies for the Oxford Dictionary of National Biography.
