Operation Orient Express was, according to National Security Adviser Richard Clarke's book Against All Enemies, the unofficial title given to a successful pact in 1996 from within the Clinton administration to oust Boutros Boutros-Ghali from his position as United Nations Secretary-General. Among others involved in the pact were Clarke, Madeleine Albright, Michael Sheehan and James Rubin.
