Okinori Kaya (賀屋 興宣, Kaya Okinori, January 30, 1889 – May 9, 1977) was the Minister of Finance of Japan between 1941 and 1944. In 1945, he was captured by the Allies, tried by the International Military Tribunal for the Far East and sentenced to 20 years imprisonment. Paroled in 1955, he later served as Minister of Justice from 1963 until 1964.

In his obituary, Time magazine quoted Kaya as saying that communism means only a dog's life.
