Norman Pugh is a Welsh professional rugby league footballer who played in the 1930s, and 1940s, playing at representative level for Wales, and at club level for Oldham, as a second-row, i.e. number 11 or 12, during the era of contested scrums.

Norman Pugh won 6 caps for Wales in 1935–1938 while at Oldham.
