The President of the Parliament was Gertrude Mongella from Tanzania.

The four Vice-Presidents were as follows:

  • Vice-president from Southern Africa: Hon. F. Jose Dias Van-Du'Nem from Angola (2004-2009)
  • Vice-president from Northern Africa: Hon. Mohammed Lutfi Farhat from Libya (2004-2009)
  • Vice-president from Central Africa: Hon. Loum N. Neloumsei Elise from Chad (2004-2009)
  • Vice-president from Western Africa: Hon. Jerome Sacca Kina Guezere from Benin (2004-2005) and Hon. Theophile Nata from Benin (2005-2009)
