Dec 9, 1943), son of Francis Xavier Rice and Arlene (Utz) Rice of Hanover, Pennsylvania, is an American businessman serving as chairman and chief executive officer of Utz Quality Foods, Inc. since 1978. Rice is an alumnus of Mount St. Mary's University class of 1965, and he holds a law degree from George Washington University School of Law. During his tenure as CEO of Utz, he has led the expansion of the company to most of the Eastern United States with revenues exceeding $500 million per year in 2009.

Rice's plans to construct a house in Avalon, New Jersey covering 20,000 square feet (1,900 m2) were initially rejected by state and municipal authorities; it was ultimately agreed to limit the house to 40 rooms.
