This is a list of members of the New South Wales Legislative Council from 1961 to 1964. At this time the Council was not directly elected, but was chosen by a joint sitting of the New South Wales Parliament.

1 Labor MLC Robert Mahony died on 8 February 1961, before this parliament began. Labor MLC Tom Dougherty resigned on 1 May 1961. Labor candidate Walter Geraghty and Independent Labor candidate Amelia Rygate were elected as their replacements on 7 September 1961. 2 Liberal MLC Leicester Saddington died on 26 September 1962. Labor MLC Samuel Williams died on 12 October 1962. Liberal candidate Eileen Furley and Labor candidate Ralph Marsh were elected as their replacements on 14 November 1962. 3 Country MLC Ian Sinclair resigned on 24 October 1963 to contest the Australian House of Representatives. Labor candidate Alexander Alam was elected as his replacement on 19 November 1963. 4 Liberal MLC Colin Begg resigned in April 1964, creating a casual vacancy that was carried through to the next parliament. 5 Liberal MLC Henry Thompson died on 21 March 1964, creating a casual vacancy that was carried through to the next parliament.
