Matthew Ellis is the Conservative Staffordshire Police and Crime Commissioner. He is the first person to hold the post and was elected on 15 November 2012. He has a background in business, setting up a sports retail company aged 19 and selling the business aged 37. After a 2 year break he became involved in local politics and was elected to Staffordshire County Council where he was political lead for Social Care with a £220million budget.

In November 2012 he was elected as Staffordshire's first PCC. He considers himself a reformer and set out to make policing in the county the most open and transparent in the country. He instigated the first ever UK rollout of body-worn video to all frontline officers and is credited with raising the issue of mental health in police custody to the national agenda leading to significant reductions in the practice of using police cells as a place of safety.

He was responsible for Boeing Defence's first venture into civil policing in the UK when he agreed a ten year £100million contract to transform police ICT in Staffordshire. He instigated the first move away from national provision of victim support services after res to a local victim gateway after responsibility was devolved by Government to PCCs.

Nationally he led the review into the Association of Chief Police Officers (ACPO) on behalf of all PCCs which led to the abolition of that organisation and played a major role in the establishment of a new body to replace it called the National Police Chiefs' Council (NPCC).

After being re-elected for a second term in 2016 he once again visited the need to reform mental health services to avoid inadvertent and inappropriate entry of individuals with mental ill health into the criminal justice system. He continues his drive to reform public services so they work in a more joined up effective way and is an advocate for public services intervening earlier to prevent harm before it happens.
