The phrase Marriage mill refers to the western states of the United States which allowed for fairly straightforward divorce proceedings at the turn of the twentieth century. The most often cited example seems to be Dakota Territory. As it was, those states needed higher population quotas to gain legitimacy, and this was a way of getting around their problem.
