Marcelin Dally (born 13 August 1962) is a retired Côte d'Ivoire hurdler. Graduated from the University of Paris Ouest Nanterre, he holds an Engineer-Master in Management.

He won the silver medal at the 1988 African Championships and finished seventh at the 1992 World Cup. He competed at the 1987 World Indoor Championships without reaching the final.

His personal best time was 13.86 seconds, achieved in July 1992 in Argentan. This is the national record. 60 Metres Hurdles 7.98 Nogent-sur-Oise 12 FEB 1994 He was part of the African team winner of the World Cup in Havana, Cuba, 1992.

He is currently the Executive Officer of the International Convention Against Doping in Sport of UNESCO. He was responsible for the UNESCO Sport Policy Program. He managed the reform of UNESCO's intergovernmental committee for sport and served in the field as Regional Adviser in sport policy for Africa.
