History

It was built as part of the larger M-8 highway within the Yugoslav highway network, spanning Bosnia and Herzegovina, Montenegro and Serbia. It connected Pljevlja with Foča in Bosnia and Herzegovina, and Prijepolje, Sjenica and Novi Pazar in Serbia. However, construction was never completed on the Montenegrin section of the road. Regional road R-21, running for several kilometres from the Bosnian border at Šula to Gradac, was slated to become part of the M-8 highway. However, it has not been brought up to highway standards.

The Pljevlja–Gradac section, amassing to approximately 24 km, finished construction in 1955.
