Luis Alberto Arce Catacora is the Bolivian Minister of Economy and Public Finance under President Evo Morales.

Luis Alberto Arce Catacora, is a Bolivian economist. He is the head of the Ministry of Economy and Public Finances from Bolivia, for six consecutive years, since the beginning of Evo Morales Ayma's government.

He has a Master in Sciences in Economics Sciences from Warwick University in the UK, where he lived there between 1996 and 1997. Previously in 1991, he graduated as Bachelor in Economics from the Mayor of San Andres University (UMSA). He also graduated as an accountant from the Bank Education Institute in 1984 and speaks English, Spanish and Portuguese.

Appointed in 2006, he has overseen the nationalization of hydrocarbon, telecommunications, and mining companies in the country, as well as the creation of the Bank of the South.

In 2011, the American Economy Magazine, placed Minister Arce Catacora among the best Ministers of Economy in the region, from a total of 18.

Crowded International Organization have highlighted his work driving the Bolivian Economy since 2006. The Wall Street Journal consider him the calling card n the Bolivian Leader’s Re-Election.

He has been invited to speak in recognized Universities around the world: Harvard University, Columbia University, American University, Pittsburgh University. On 25 June 2017, he said that he temporarily step aside from duties due to health problems and was replaced by Mario Alberto Guillén Suárez, who was the former Minister of Pensions and Financial Services.

He has 3 sons: Luis Marcelo, Rafael Ernesto and Camila Daniela.
