This is a comprehensive list of the 2561 municipalities in Pennsylvania organized by population. Under Pennsylvania law, there are four types of incorporated municipalities in the Commonwealth. From those largest in population to smallest, and excluding the single town, Bloomsburg, Pennsylvania, which is administered as a borough save for one odd legal legacy, these are:

  • Cities (see cities list)
  • Boroughs (see boroughs list)
  • Townships (see townships list)
  • This list only includes incorporated areas and does not include many others with often better known or famous names; for example, Levittown is a sizable census-designated place that straddles multiple municipalities; many others today are neighborhoods, once organized about a railroad passenger station or post-office.

    † -- County seat
    * -- Most populous municipality in its county
    ** -- Easton city is the most populous municipality wholly in Northampton county; the portion of Bethlehem city in Northampton has a higher population than Easton.

    HR -- Adopted a home rule charter
    Opt:C-M -- Adopted a council-manager form of government by referendum or under the Optional Third Class City Charter Law
    Opt:M-C -- Adopted a mayor-council form of government by referendum or under the Optional Third Class City Charter Law
    OptPl:C-M -- Adopted a council-manager form of government under the Home Rule Charter and Optional Plans Law
    OptPl:M-C -- Adopted a mayor-council form of government under the Home Rule Charter and Optional Plans Law
    OptPl:E-C -- Adopted an executive-council form of government under the Home Rule Charter and Optional Plans Law
