Lisar (Persian: ليسار‎‎, also Romanized as Līsār and Lissar; also known as Līssār Bāzār) is a city in and the capital of Kargan Rud District, in Talesh County, Gilan Province, Iran. At the 2006 census, its population was 2,599, in 679 families.

Located between Hashtpar and Astara, it is composed of several villages and a downtown. Lisar was occupied by Allies for several years during World War II. The majority of people speak Azeri; Taleshi and Persian are also rarely spoken. Agriculture and animal husbandry and fishing are main occupations of Lisar's inhabitants. Salsal castle is the main historical monument of Lisar.
