During the Pahlavi dynasty era, he held the post of governor of the Central Bank of Iran. He was a loving family man and was the chief architect of the 1960s Persian economic boom. He however often dismissed the Shah as incompetent. He fled during the 1979 revolution in Iran to the West and to London.
