Kevin Bell AM is a judge of the Supreme Court of Victoria, in the Australian state of Victoria since February 2005. Since February 2008, he has served as the President of the Victorian Civil and Administrative Tribunal (VCAT). Prior to this he had worked as a Queen's Counsel for eight years and a barrister for 20 years.

On 19 February 2008, Victorian Attorney-General Rob Hulls announced that Bell would replace Justice Stuart Morris as the Head of VCAT. He was appointed for a two-year term. He is to carry out a review of VCAT to determine what reforms, if any, are necessary.

Bell was also elected as a Councillor of the City of Essendon, where he was active in establishing the Essendon Community Legal Centre. Bell holds a Bachelor of Arts and a Bachelor of Laws with honours from Monash University.

In 2017 Justice Bell was appointed a Member of the Order of Australia for significant service to the law and to the judiciary, to native title and human rights, and to the community.
