Karluk Manor is a Housing First facility in Anchorage, Alaska. It is targeted for homeless alcoholics who are not yet ready to quit drinking. The project was approved in 2010 by the Anchorage Planning Commission by a vote of 7-2. RurAL CAP, a non-profit organization that intends to require chronic inebriation as a condition of tenancy, has attempted to move forward with construction in defiance of the local community council.
