James Simmerman


James B. Simmerman (born November 19, 1944) in St. Louis, Missouri, was a St. Louis Metropolitan Police Officer and Homicide Detective, U.S. Army Military Policeman, Chief Legal Investigator for the St. Louis Medical Examiner, and Management Consultant for the APC Skills Co.

He was the Marshall, Missouri Chief of Police from 1983 until retiring in 2008. Following retirement from the Marshall Police Department, as a non-paid volunteer, he was instrumental in creating the Saline County Criminal Justice Training Center (Marshall, MO) and was their Executive Director until moving to Crawford County in 2015. Currently, he is the Owner/Director of Creative Management Consultants and Deer Creek Law Enforcement Training Center in Crawford County, Missouri.

During his career he investigated or supervised the investigation of over 16,000 cases of violent or suspicious death. And, has taught criminal justice and management courses at colleges and universities, and presented hundreds of seminars on a wide variety of criminal justice, management, and emergency communications topics.

Publications: He published numerous articles and authored the book: "Homicide Investigations," published by Quinlan Publishing Company in 2006.

He has provided training materials to over 10,000 law enforcement and public safety agencies and training organizations, worldwide. Over fifty of his continuing education courses and education material are available Online from the FBI’s LEEP (Law Enforcement Enterprise Portal) where he moderates their Public Safety Instructors Special Interest Group.
