James Armstrong (c.1728–1800) is chiefly notable as being the recipient of an electoral vote in the United States presidential election of 1789 in which George Washington became President. Armstrong served in the American Revolutionary War as a major. In 1783 he became an original member in the Georgia Society of the Cincinnati.

After the war, he settled in Camden County, Georgia, where he served in the state assembly in 1787 and 1790. Armstrong was elected to the state's Executive Council in 1788 and was serving on that body when the Electoral College met.
