Iowa's 1st congressional district is a congressional district in the U.S. state of Iowa that covers the northeastern part of the state. The district includes Dubuque, Cedar Rapids, and Waterloo.

Redistricting
On June 22, 2001, the Iowa General Assembly passed a redistricting plan. The plan went into effect in 2002 for the 108th United States Congress. The prior redistricting plan was effective from 1992-2001.
