Hugh Alton Carter, Sr. (August 13, 1920 – June 24, 1999) was an American politician and businessman from Georgia.

Born in Plains, Georgia, Carter served in the United States Army during World War II. Carter graduated from Georgia Southwestern State University, when the college was a two-year college and then from the University of Georgia. He served in the Georgia State Senate, succeeding his first cousin President Jimmy Carter, from 1967 until 1981. He owned a bait shop and an antique store. In 1978, he wrote a book: Cousin Beedie and Cousin Hot: My life with the Carter Family from Plains, Georgia, (1978). He died in Americus, Georgia.
