The Hart Mason Index is a method for the identification and classification of project issues. The index provides a way to grade projects that have issues and provides a situational awareness to stakeholders and possible consequences, including litigation and criminal prosecution.

Assessment and grading according to the Hart Mason Index is carried out during the execution of a project, that normally span the following stages:

  1. Euphoria and Excitement
  2. Disenchantment
  3. Search for the Guilty
  4. Punishment of the Innocent
  5. Reward for the Uninvolved

The ten point scale is intended to inform management of the severity of the issues and the likely consequences.

  1. Disappointment
  2. Mishap
  3. Malfunction
  4. Failure
  5. Crisis
  6. Calamity
  7. Debacle
  8. Fiasco
  9. Disaster
  10. Catastrophe
