Harry Howard Barton Allan CBE (27 April 1882 – 29 October 1957) was a New Zealand teacher, botanist, scientific administrator and writer.

Allan was born on 27 April 1882 in Nelson, and was educated at Nelson College, and Auckland University College, from where he graduated MA in 1908. For his lengthy botanical study of Mount Peel, he was awarded a Doctor of Science in 1923.

In the 1948 King's Birthday Honours Allan was appointed a Commander of the Order of the British Empire for services to botany in New Zealand.
