Originally a lawyer he was elected to the Council of Government in 1871 and also appointed a magistrate. He was also a Professor of Law at the University of Malta.

In 1884 he was arrested for having attempted to seduce a British soldier in Valletta. He was charged with making indecent and immoral proposals, found guilty, and suspended as a magistrate. However, all the members of Malta's Legislative Council, the Bishop of Malta, and 3,000 citizens petitioned for his release.
