Garrha submissa is a moth in the Oecophoridae family. It was described by Turner in 1946. It is found in Australia, where it has been recorded from Queensland.

The wingspan is 16-18 mm. The forewings are dull rosy with a rosy costal line. The stigmata is minute, obscure and pale grey, the first discal is found at two-fifths, the plical beyond it and the second discal at three-fifths. The hindwings are ochreous-whitish.
