Frits Pannekoek, AOE (born 1947) is the former President of Athabasca University. Prior to taking this position June 2005, he was Director of Information Resources at the University of Calgary.

Graduating from the University of Calgary in 1969 with a BA, Pannekoek went on to get his MA from the same institution, followed by a doctorate in 1974 from Queen's University with a dissertation on Western Canadian history and Indigenous peoples.

In 2008 he was appointed the President of the International Council for Open and Distance Education.

In 2012, two of Athabasca University's three unions representing university faculty and staff passed a vote of non-confidence in Pannekoek, following a scandal in which the university was found to have made illegal political donations. Pannekoek was also criticized for depleting the university's $30 million reserve fund between 2007 and 2011.

In 2015, he was made a member of the Alberta Order of Excellence.
