Frederick Bernard Rooney, Jr. (born November 6, 1925) was a Democratic member of the U.S. House of Representatives from Pennsylvania.

He served in the United States Army from February 1944 to April 1946, with service in Europe as a paratrooper. He graduated from the University of Georgia at Athens in 1950 with a Bachelor of Business Administration (B.B.A.) degree. He was elected to two terms in the Pennsylvania State Senate and served from November 5, 1958, until his resignation August 6, 1963.

He was elected as a Democrat to the 88th Congress, by special election, to fill the vacancy caused by the death of United States Representative Francis E. Walter, and reelected to the seven succeeding Congresses. He was an unsuccessful candidate for reelection in 1978.
