Frank Williams was a Welsh rugby union and professional rugby league footballer who played in the 1910s, playing club level rugby union (RU) for Swansea RFC, and playing representative level rugby league (RL) for Great Britain, and Wales, and at club level for Halifax, as a wing, i.e. number 2 or 5.

Williams won a cap for Wales while at Halifax in 1914.

At the 1913–14 Northern Rugby Football Union season's conclusion, Williams was included in the squad was selected by the Union to represent it on the 1914 Great Britain Lions tour of Australia and New Zealand. He won caps for Great Britain while at Halifax in 1914 against Australia (2 matches).
