He was stationed in Watton with 82 sqn in 1940. In 1941 he carried out low level shipping strikes and raids over northern France with 18 Sqn from RAF Oulton. A "Circus" operation carried out against a large power station in Northern France led by Sqn/Ldr S J Monroe DFC brought a rare congratulatory signal from Stevenson. In 1941 he was with 105 sqn in Malta where he again took part in low level attacks on shipping. He also served in Burma and India with 60 sqn.

Frank Harbord was awarded the Distinguished Flying Medal in a supplement to the London Gazette on 16 July 1943. He published his memories of his RAF service in 1998 in a book entitled "Familiar Voices" with a foreword by Air Marshal Sir Ivor Broom.
