The most important body of FCH is the general assembly, which usually takes place twice a year. The plenum decides the political guidelines of FCH. Clubs participating in the EHF Champions League have three votes, teams participating in the EHF-Cup have two votes, all other clubs have one vote. Elections are held every two years.

During the general assembly the business is determined by the five board members. They are elected according to the ranking of the European handball clubs. Every club has a representative. One board member each is then elected for the nation placed first, for the nation placed second, the nations placed 3rd to 6th, the nations placed 7th to 12th and the nations placed 13th to 50th.

The general assembly also elects the club representatives for the various boards of the EHF (Professional Handball Board (PHB)) and EHFM (Club Marketing Board (CMB)).
