Emmanuel Noi Omaboe (1930-2005), also known as Nana Wereko Ampem II, was a distinguished statesman,economist,statistian,entrepreneur,philanthropist and eminent chief from Ghana.

He was born at Amanokrom in the Akuapim North District. He was educated at Accra Academy, University College of the Gold Coast and the London School of Economics. He returned to the University College of Ghana as an Economics Research Fellow where he lectured in statistics. In 1959, he was appointed Deputy government statistician and promoted soon thereafter to become Government Statistician in July 1960, the first Ghanaian to hold this position,and at the age of 29, the youngest head of a government department. He then took the post of Chairman of the Economic Committee of the National Liberation Council and then Commissioner for Economic Affairs.He retired from public service in 1969 and took up a one year fellowship at the Harvard Centre for International Affairs.At retirement,Nana served as a council member of the International Statistical Institute since 1968,and had also served as a member of the Advisory Committee on Post Adjustment Questions of the U.N International Civil Service Commission since 1967.He returned to set up a private economic consultancy firm . He was enstooled "Omanhene" (Chief) of Amanokrom and "Gyasehene" of Akuapem in 1975. In 1980,Nana was elected member of the United Nations Investment Committee and subsequently served as Chairman.In 1999,he was named Chancellor of University of Ghana after an extensive search.Thus,becoming the first non-head of state Chancellor of the University of Ghana,legon.
