Carr defeated several Democratic candidates in the district's 2014 primary in June. Carr's primary victory put him up against Democratic state senator Ted Lieu in the November general election. Lieu defeated Carr securing 59.2% of the vote to Carr's 40.8%.

In 2016, Carr was a candidate for Los Angeles County Board of Supervisors from the 5th District. Republican donor Sheldon Adelson pledged $100,000 in support. He failed to advance in the June primary.
