Ed Policy was the Deputy Commissioner of the Arena Football League, and took over on an interim basis when Commissioner C. David Baker stepped down two days before the 2008 ArenaBowl. Because the league subsequently shut down in 2009, Policy was only commissioner during one actual game during any AFL season.

Home town Poland, Ohio (suburb of Youngstown). Ed attended the Holy Family grade school and played youth football for the Poland Bulldogs. He attended and graduated from Cardinal Mooney High School in Youngstown, Ohio. He played from 1985–1988 seasons as an offensive guard and linebacker. In the 1987 football season Edward was among the few to call himself a champion as the team captured the state title. Eddy, as his friends know him, went on to undergrad study at Notre Dame and law school at Stanford.
