Don M. Newman (born July 31, 1923) is an American pharmacist who served as the United States Under Secretary of Health and Human Services under President Ronald Reagan from 1985 to 1989. In 1990, he was appointed as a United States Representative on the Council of the International Civil Aviation Organization, and served until 1994. He attended Purdue University, Georgetown University, and Indiana University.
