Dmitry Fyodorovich Mezentsev (Russian: Дми́трий Фёдорович Ме́зенцев; born 18 August 1959, Leningrad) is a Russian politician and the Governor of Irkutsk Oblast, General Secretary of Shanghai Cooperation Organisation, appointed on 7 June 2012, to hold position from January 1, 2013 to December 31, 2015. He was appointed to head the foreign affairs and media committees in the upper house of the Duma by Vladimir Putin.
