The Department of National Security (DNS in short) is a presidential department of the Government of Spain tasked with counseling and offer technical support to the Prime Minister of Spain in matters related to the national security of the nation. It was created by Royal Decree number 1119/2012 of July, 20th and published in the Boletín Oficial del Estado on July 23, 2013; which entered into force the day after its official publication.

Competencies

According to the decree of creation, these are its competencies:

  • Contribute to the development, implementation and review of strategies and coordination, development and monitoring of policies and integration plans in national security.
  • Contribute to the development of policy proposals, studies and reports on national security and disclosure of information which is of interest in this matter, without prejudice to the functions that correspond to other organs.
  • Study and propose, where appropriate, the rules necessary for the operation and performance of the National Crisis Management Situations, and plan and coordinate crisis driving exercises.
  • Support the organs of the National Management System Crisis, assuming the functions of Technical Secretariat of the Government Commission for Crisis Situations and those that determine the Prime Minister.
  • Maintain and ensure the proper functioning of the National Center for Crisis Management and their special communications with between them and with the Prime Minister, and protect their documentation.
  • Following up the risks, threats or crisis or national and international emergency, in coordination with the bodies and authorities directly responsible, and serve as a support body for decisions of the Prime Minister or the Government Commission for Crisis situations.
  • Analyze possible crisis scenarios, study its possible development, design and guard, in coordination with the competent bodies contingency plans to respond to each of the situations, keeping them updated, developed with the respective Ministries catalogs response measures.
