Dorothy (Deecy) Stephens Gray is Vice President and a Director of the Foundation for Research on Economics and the Environment (FREE). She serves on the Board of Governors of George Mason University, Board of Frontiers of Freedom, the Advisory Board of the Independent Women's Forum and the National Advisory Council on the Study of the Presidency. She also has been the former President of public relations firm D.C. Stephens Ltd., senior Vice-President for Government and International Relations at Hellmuth, Obata and Kassabaum, and a member on the Boards of Citizens for a Sound Economy, Dubuque Packing Company and Blair House. She worked as a legislative and administrative assistant for Congressman William Lacy Clay, Sr. and was on the faculty of the St. Louis Community College system.

In 1979, Gray was appointed to a special task force to study the role of women in the military; in 1980, to the Board of Governors of the United Service Organizations; in 1990, to the U.S. Delegation to the United Nations Commission on the Status of Women; in 1999, to the U.S. Women's Progress Commemorative Commission.

She received her Bachelor of Arts from Marymount College, Tarrytown in 1968 and her Master of Arts from St. Louis University. She was an editorial writer for the St. Louis Post-Dispatch. Her first husband was the late Burton C. Gray, son of Gordon Gray and brother of C. Boyden Gray.[1] On September 22, 2007, she married D.C. Circuit Judge Douglas H. Ginsburg.[2]
