Constance J. Chang-Hasnain is an electrical engineer, and the John R. Whinnery Chair Professor at the University of California, Berkeley.

She attended community college first before attending the University of California, Davis. She graduated from the University of California, Davis, with a B.S. in 1982, and from the University of California, Berkeley with an M.S. 1984, and a Ph.D. in 1987. She taught at Stanford University.

She is a Fellow of the IEEE, OSA, and IEE, and Editor for the IEEE Journal of Lightwave Technologies.

Her research interests include VCSELs, high contrast gratings, and nanostructure growth.
