Clifford Emory "Pop" Horton was the ninth head football coach for the Illinois State Redbirds in Normal, Illinois and he held that position for two seasons, from 1923 until 1924. He founded the Gamma Phi Circus in 1929 as a gymnastics fraternity. His overall coaching record at ISU was 4 wins, 8 losses, and 4 ties. This ranks him 17th at ISU in terms of total wins and 14th at ISU in terms of winning percentage.

Horton retired from the university in August 1961.
