Carlton Foster (August 26, 1826 – August 4, 1901) was an American businessman and politician.

Born in Essex County, New York, Foster went to the public schools in Essex and Clinton Counties, New York. Foster was trained to be a millwright. In 1855, Foster settled in Oshkosh, Wisconsin and was president of a lumber manufacturing company: the Carlton Foster & Company. Foster served on the Oshkosh Common Council. In 1865 and 1866, Foster served as Mayor of Oshkosh. In 1873, 1874, and 1883, Foster served in the Wisconsin State Assembly and was a Republican. Foster died of a heart ailment in the cabin of his steam yacht "The Anna M" that was docked at the Oshkosh Yacht Club in Oshksh, Wisconsin.
