Carlos Becker Westphall is a full professor at the Federal University of Santa Catarina (Brazil), since 1993. He is the founder of the Latin American Network Operations and Management Symposium and of the Network and Management Laboratory at the Federal University of Santa Catarina and is a member of the editorial board of Computer Networks.

Westphall obtained a degree in electrical Engineering in 1985 and an M.Sc. degree in computer science in 1988 from the Federal University of Rio Grande do Sul (Brazil). He obtained a D.Sc. degree in computer science (network and service management) in 1991, at the University of Toulouse (France).

As of September 2017, Google Scholar identifies about 1900 citations to his publications in scholarly works, giving him an h-index of 17.
