C. A. Beggs was first a member of the Wisconsin State Assembly from 1917 to 1918. He had been elected to fill the vacancy caused by the death of Isaac J. Kvam. Later, Beggs was elected to the Assembly in 1927 and 1928. Additionally, he was President (similar to Mayor) of Cameron, Barron County, Wisconsin and a member and Chairman of the County Board of Barron County, Wisconsin. Beggs was a Democrat. He was born in Portage County, Wisconsin in 1860.
