Cát Hải is a rural district (huyện) of Hai Phong, the third largest city of Vietnam. It includes the old Cát Bà town from 1977.

As of 2003 the district had a population of 28,118. The districts covers an area of 295 km2 (114 sq mi). The district capital lies at Cát Hải.
