Besim Bey, full name Mehmed Besim Bey born in 1828 in the Ottoman Empire was an Ottoman public administrator and politician. He was also a lyricist author.

Besim Bey was the son of vezir Ali Rıza Efendi. He was accepted into the Chamber of Mektubi-i Sadr-ı Ali at the age of 12. In 1854, he was appointed a secretary at the Ottoman Ministry of Foreign Affairs and following that, an Assistant to the Ottoman Minister of Justice;

He became a member of Meclis-i Vâlâ and the Council of State; and head of the Office of the Palace.

In 1872, he was transferred to the Istanbul Municipality as head of the Reform Department of the Council of State. Between May and July 1872, he became head of İstanbul Municipality (Belediye Başkanı).
