Bernard Moeller (born December 22, 1939) has held the world record for most individual tattoos, in the Guinness World Record Book, since 1999. He has 14,002 tattoos, covering every part of his body, save his face and upper neck.

Moeller was born in Bristol, Pennsylvania. When he was 15 years old his father died in a tragic accident. He had been on the train tracks playing with a model air plane, when the control wires made contact with the high voltage wires attached to the train tracks. After this Moeller dropped out of school, in only grade 7, in order to help his mother. He began work at Reedman Brother's car dealership in Langhorne, Pennsylvania. He got his first tattoo, a rose saying 'mom' underneath, at a carnival at age 17.

Moeller married his wife, Edna, at age 19. He later had three daughters. At age 42 he learned how to tattoo, and eventually opened his own tattooing shop. He only had 10 tattoos before that point.

Bernard's wife, Edna, died at the age of 71 in February 2013 shortly after the suicide of their grandson, Chris Mongillo.
