A staunch supporter of the reformist wing of the party led by Milan Kučan, became a member of the Central Committee of the Communist Party of Slovenia in 1989, one year before the democratic changes in Slovenia. Between 1986 and 1990, he also served as chairman of the autonomous organization of the Italian Community of Koper.

In 1994, he became mayor of Koper, but resigned in 1996, after being elected to the Slovenian National Assembly on the list of the United List of Social Democrats.
